Underwater Mortgage – Rising Home Tide

Unfortunately, we keep hearing that more home mortgages are under water and sinking fast.  What is an underwater mortgage?  What percentage of under water mortgages become foreclosures?  Are these investment opportunities?  Would it be beneficial if the government changed the rules and ordered low mortgage rates for existing mortgages that are underwater? Please advise.
